I thought the TV License was based upon having a colour device capable of viewing a Moving pictures or B/W TV license for a B/W moving picture. Hence so many people who claimed they had no aerial but only VHS still had to pay.
I all respects unless you have only books (about 4500 households in the UK, then you have got to pay – does not matter if you do not watch BBC1,2,3,4,5,6,7,8 etc or listen to BBC Radio. Still have to pay.
Also note that this money also goes in part to Pay Channel 4, which the BBC owns in part with ITV.

thanks for your input. Your assumption might have been right a few years ago, but according to tvlicensing.co.uk, you only need a license when actually watching live TV (whatever the means): ‘You need to be covered by a licence if you watch TV at the same time as it’s being broadcast on conventional TV in the UK or the Channel Islands.’
This also means I can watch live NBA for example, as it is not being broadcasted on “conventional TV in UK”.
That is why I and many others are not paying for it now a days.
